Before this MAIS has been known as “Majlis Agama Islam dan Adat Istiadat Melayu Selangor” and functioned as Baitulmal under Jabatan Agama Islam Selangor (JAIS) direct controlled. MAIS has been established as an advisor to the D.Y.M.M Sultan Selangor regarding Islamic matters. MAIS as a corporate body by referring to section 5 (1) Enakmen Pentadbiran Agama Islam (Negeri Selangor) 2003. On 1st of March 2005, the administration of Baitulmal and JAIS has been separated and Baitulmal have been known as MAIS.
In addition MAIS can hire, fired and promoted their staff at any time. In July 2014, the new scheme that named “Sistem Perkhidmatan & Penggajian MAIS” (SPPM) has been introduced. The new scheme is totally different with the scheme that has been applied by government sector in Malaysia. In this new scheme there are open posts and staff can be located at any places that have been instructed by the management. In terms of salary, it is slightly different and some of the staff feels that the salary are much more better than the government and some of them complained that the amount of payment they received are not fair for them. This study not only covered in terms of money but the entire factor that consist in Herzberg’s Theory. In this study, the finding shows that there are no relationships between Herzberg’s Motivational-Hygiene Theory with MAIS staff. That means even though the staff are motivated it does not have direct link with the staff performance.
