PUBLIC SECTOR ELECTRONIC PROCUREMENT SYSTEM IN MALAYSIA FACTORS CONTRIBUTING TOWARDS ONLINE TRANSACTION


Based on the current statistics of 2011 from Ministry of Finance, the procurement transaction through the electronic procurement has marked an improvement in which the value procurement transaction in 2011 amounted to RM14.3 billion. In addition, understanding and involvement of responsible centre towards the system align with the instruction of federal government. However, the increasing of electronic procurement transaction does not represent the utilization of complete transaction in the electronic procurement system. In order to enhance the utilization of electronic procurement system, human factor and technological factor, as well as procedural factor are critical. Thus, this study is aim to investigate the factors which can contribute to the utilization of online transaction in federal government level. This research is focuses on the Putrajaya responsible centers in Putrajaya which cover the high percentage of usage of electronic procurement system. This study is based on cross-analysis research design a total 156 respondents have been obtain from 24 ministries. The result from the study revealed that all the variables selected for the study which include administrative of manual documentation, integration of internal system, clear circular and treasury instruction, effective communication channel, transaction process and dependency on vendor assistance is significant to the utilization of online transaction. However among the six, the most significant factors towards online transaction is the process of the electronic procurement itself. Where else, the weaker is circular and treasury instruction
