THE EFFECTS OF HUMAN CAPITAL MANAGEMENT TO QUALITY SERVICE DELIVERY: A CASE STUDY OF NILAI MUNICIPAL COUNCIL AND REMBAU DISTRICT COUNCIL


Both public and private will provide service to their clients. For them, customers or clients is important element for development of organizational. In this research, it focuses on the result of human capital management towards service quality delivery at public sector. Services and human capital cannot be separated which mean need each other to ensure the service continuously and the human capital drive the services. Excellent in human capital management will motivate
innovative, strategic and proactive actions to make changes and achieve total organizational excellence especially in term of giving services to the citizen. This study focuses on excelling quality of service delivery through by human capital
management at local governments especially at MPN and MDR. It also observes the relationship between human capital management with quality of service delivery. This study also determine the relationship between leadership, workforce competency and organizational to quality service delivery at MPN and MDR. The purposive sampling technique was used for this study and 200 respondents were answered the questionnaires which they are the customers where comes from
working people surrounding MPN and MDR area. The findings show that the human capital management which are leadership, workforce competency and organizational capacity have significant relationship towards quality of service delivery and also considered as strength model which mean all the independent variable give effect Towards the quality of service delivery. Age and gender also played as factor that will influence the quality of service delivery. Result of the study shows that human capital management is the vital element to ensure the quality of service delivery at MPN and MDR.
