The use of ICT in local authorities in Malaysia is the effort of the government in enhancing service delivery to the people which is parallel with e-government initiatives. Putrajaya Corporation Online Services (PCOS) was one of the online services provided by the local authorities in Malaysia. The low usage of online services among the public may hinder the successful of the e-government. The percentage of PCOS usage in Putrajaya for the month of Mac 2015 were 36% for quick rent, 15% for rental payment, 3.6% for compound payment, 46% for reservation of sports facilities and 57% for the application and approval of the planning, development control and landscape approval (www.ppj.gov.my, 2015). Other online transactions provided by Putrajaya Corporation were lacking. Therefore, this study aims to investigate the intention of the public in using the PCOS. Ajzen (1985) highlighted the importance of the intention as the central point towards achieving the behavioral action. The factors that illustrate by Ajzen (1991) and Ajzen (1985) includes the information, skills and time and opportunity were the non-motivational factors that represent people’s actual control over the behavior. Besides, perceived usefulness, technophobia and trust were other of the determinants that affect the intention to use PCOS in this study. The study used quantitative method and cross-sectional design. The research objective were to know the level of intention to use PCOS, to know the relationship between behavioral factors with the intention to use as well as to know the relationship between perceived usefulness with the intention to use PCOS, to know the main factors that affect the intention to use PCOS and to give the recommendation. The findings reveal that the public in Putrajaya has moderate intention to use PCOS and the main factors that affected their intention to use PCOS were technophobia and time and opportunity.
