As a solution to declining political and civic participation, many governments are seeking to increase the number of citizens who participate in policy-making and governance. In Malaysia the paradigm has shifted from the traditional government to the electronic government. This transformation happens because of the change and rapid growth of the ICT world. The fast changing adoption and uses of ICT around the world for innovation and engagement has led to the growing amount of e-participation. The purpose of this study was to evaluate the barriers of e-participation in Kajang Selangor. The aspects that to be identified were citizen demand, digital divide and political. Through a quantitative design a cross-sectional survey using questionnaire was employed. The sampling techniques that being used in this study is stratified sampling method in collecting the data. All the data was analysed by using Statistical Package for Social Science (SPSS) for Windows. The focus of this study is among the population of citizen in Kajang, Selangor. From a sample size of 384 (N=384), the returned rate was (n=360) or 93.7%. There are significant relationship between citizen demand and political with e-participation where p-value less than 0.05. From the result the most influence barriers towards e-participation is citizen demand. This study has contributed clear knowledge on e-participation and the important role of citizen in participating and influence the decision making made by the government.
