COMPETENCY IS REGARDED AS ONE OF THE MOST IMPORTANT AND CONTRIBUTING FACTORS TO AN ORGANIZATION'S PERFORMANCE. HAVING EMPLOYEES WHO ARE COMPETENT WILL ENSURE THAT THE MACHINERIES OF AN ORGANIZATION WILL RUN ACCORDINGLY TO AN ORGANIZATION'S NEEDS, CONSEQUENTLY AID TO THE PROCESS OF ACHIEVING ORGANIZATIONAL GOALS AND OBJECTIVES. IN MOST ORGANIZATIONS, MEANSURING COMPETECIES IS ONE OFNTHE CONTINUOSNS EFFORTS UNDER " PERFORMANCE MANAGMENT (MELLO 2011). IN RECENT 20 YEARS, THE ENFORCEMENT SECTORS HAS EMPHASIZED ON THE ORGANIZATINAL PERFORMANCE.
