There is still continuous debate for the last decade on global environmental
cooperation. This is due to the fact that the progress of mitigation and adaptation actions
to climate change has developed in a slow pace. There is little attention given to the
assessment of progress that relates with the challenges that hinders the progress. Most
previous researchers related to global environmental cooperation have been focusing
more on the technical or scientific part of the cooperation and some provide researches
based on the impact of climate inaction. Scholars have the tendency to concentrates on
the impact because most scientific reports provide extensive information on the impacts,
and the impact matters in the public eyes. Nevertheless, the study of progress and
challenge is important in making sure the efficaciousness of the Convention will always
be safeguarded. This study employs on content analysis with the support of thematic
analysis to answer the research questions. This study has found that there is a slow
progress of the initiatives under the Convention. The slow movement of initiatives are
due to the lack of actions by the parties in the Convention. It relates to the challenges
where the inactions are caused by unequitable commitment of parties and also
vagueness in climate reporting. Additionally, the findings have confirmed that the trend
in 2013 until 2017 are almost similar across the top emitting parties which are China,
European Union, India, Russia and United States where there is an indication that the
progress is almost stagnant. This study has provided the current update of the progress
among the parties. This study also concludes that Prisoners’ Dilemma Game Theory on
cooperation manifests the scenario on why the parties faced dilemma in committing the
initiatives and explains the underlying factors for the trend of progression.
