Empirical evidence suggests that employee engagement is positively correlated with employee productivity and business performance. However, in the employee–public organization relationship literature, employee engagement has not been acknowledged and almost lacks any reference in the public administration literature (Vigoda-Gadot, Eldor, and Schohat, 2012). In addition, same goes happen to transformational leadership style as a few research investigate transformational leadership in public sector because of public organizations were more rely on command style. Bass indicated that the supposition that transformational leadership is less effective as current leadership approaches in the public sector than in the private sector explains the lack of research (Vera and Barth- Farkas, 2014). The purpose of this quantitative study is to examine the relationship between transformational leadership and employee engagement among employees in Jabatan Agama Islam Selangor (JAIS) and to identify the moderating effect of trust on the relationship between transformational leadership and employee engagement. The findings shows that Idealized Influence component is the most practiced style by leaders in JAIS and Intellectual Stimulation component is the greatest driver to engage employees in JAIS. Meanwhile, trust moderates the relationship between Individual Consideration component and employee engagement. In conclusion, the result suggests that JAIS must conduct training to improve the style of the leaders on the Intellectual Stimulation component in order for them to engage their employees. Furthermore, JAIS leader should take care of their employees and listen to the employee needs to develop employee trust toward the leader.
