The effectiveness of human resource development can be described as organised
programmes developed by an organisation to provide its members with the ability to learn the
skills and expertise required to fulfil current and potential work requirements. In another words,
human resource development is an important asset to any organization especially in the public
sector organisation. If an organisation did not managed their organisation with any
development of human resources they will keep practising the same environment which will
further lead to a several issues such low productivity of employees and lack of appropriate
sufficient skill. Several studies have found that leadership, job satisfaction as well as
motivation are few factors that influence the effectiveness of human resources development.
Thus, the purpose of this studies is to determine and examine the relationship between
leadership, job satisfaction and motivation toward the effectiveness of human resource
development particularly among the public sector employees. This research studies have
been conducted using a convenience sampling which involves 282 civil servants and the
results has indicated that leadership, job satisfaction and also motivation do influence the
effectiveness of human resources development. Therefore, in keeping with the achievement
and improvement, public sector organisation should always implement and develop their
human resources to be more viable and competitive
