The incidence of crime that occurs nowadays is very disturbing to all parties and has been a
continuous discussion and debate among academician and professional. Almost every day we
are informed of various criminal incidents in the newspaper, television and social media that
can raise fears among people about public safety. In order to overcome and prevent this event
from continuing to be prevalent, Safe City Program has been used in most cities in Malaysia to
reduce crime rate. This program focuses on three main strategies, namely as Environmental
Design Initiatives, Target Hardening and Management, Community Involvement and Public
Awareness that have 15 measures of crime prevention. Kuantan city which is located under the
administration of the Kuantan Municipal Council (MPK), was re-actively implementing this
program in 2015. This study was done to expand the concept of Safe City Program
implementation as well as the effectiveness of its preventive measures in enhancing the safety
level of the residents in Kuantan city. The assessment of the program was implemented by
obtaining perception and feedback from the residents through the distribution of questionnaires
involving 399 respondents. As a result of the study, the effectiveness of the implementation of
the program according to the public perception of Kuantan is at moderate level where there are
several components in the program do not play a real role in determining the effectiveness of
the program.
