This research was about the public sector performance from the perspective of human capital theory in human resource department at Ministry of Education, Malaysia. Human capital is considered a critical factor for organizational performance. Human resource in public sector is the assets of an organization whereas training is essential components in the process to enhance the performance of human capital. The aim of this research is to study the performance of public servants through human capital development within the perspective of human capital theory. Questionnaires had been distributed to a total of 80 government staff at the human resource department at Ministry of Education Putrajaya, Malaysia through proportionate stratified random sampling technique. The respondent rate was 96 percent with 77 completed returned questionnaires. According to the findings, self efficacy is the strongest factor affecting organizational performance. The finding also indicates that all independent variables have the correlation to the dependent variable. Moreover, several recommendations and suggestions have been given for the improvement. The result of this research should provide useful information and insight to the public sector in Malaysia, human resource department and Ministry of Education, to enhance the performance of public servants.
