TQM and its effects on employees’ morale and work attitudes are very important along with the element organizational commitment. Many literatures did not focus on the linkage between TQM practices and organizational commitment within the context of the RISDA. It is because RISDA is the one of statutory bodies in Malaysian public sector which it is an agency under Ministry of Rural and Regional Development. Some researchers have looked at the specific problem of TQM implementation in the public sector and tried to analyze whether TQM implementation requires a different orientation in the public sector .In order to link the gap and provide RISDA with practical assist in dealing with this issue, the study has aimed inspecting the application of TQM activities towards the enhancement of employees' working conditions in terms of organizational commitment.
