This study was conducted to explore the intention of secondary school leavers and youth to enroll especially in the government skills training institutes. The main objective is to identify the factors affecting the intention of secondary school leavers and youth to enroll in skills training institutes. The independent variables identified in this study are promotion, word of mouth, parent's influences, employability. The moderating effect of gender is also being studies. These factors are significant in explaining the secondary school leavers and youth intention to enroll for continuation of studies in skills training institutes. Malaysian government intends to encourage the secondary school leavers and youth to participate in skills training program. For this to occur, yearly national investment budget had allocated big amount of money. Although the number of secondary school leavers and youth increase each year, not many of them are interested to enroll and fill up the available quota. The respondents for this study are secondary school leavers who have taken their Sijil Pelajaran Malaysia (SPM) in 2012 and secondary school leavers that have just completed their National Service Training Program and youth . This is a cross sectional study. The study has proven that there are greater likelihood in the intention of the secondary school leavers and youth to enroll in the skills training institute.
