This research was done to study the suppliers perception of efficiency on e-Perolehan and the suppliers perception on transparency in government procurement. This study attempts to find out whether the general perception on government procurement is efficient and transparent. This research was done by distributing questionnaires to suppliers who attended tender briefings during the month of march 2008. The findings were shared with the management of the Procurement Department of the Ministry of Education. The analysis of this research is a quantitative analysis and was analysed by using regression analysis. The date was analysed through the SPSS statistical measures. The results found that suppliers do lack the knowledge on government procurement and knowledge on e-Procurement. This is the major contributor to the perceptions of suppliers. As a result of the lack of knowledge in government procurement and e-procurement, the suppliers have negative perception. Therefore, it is imperative under current environment that civil servants communicate effectively and constantly on government procurement and e-procurement to suppliers.
